PVUSD BOARD GOALS

Provide a positive, safe and healthy environment for all students and staff. 

Improve student achievement through articulation of curriculum across grade-levels and school sites, focusing on academic proficiency to prepare students for graduation and to be successful and responsible citizens.

Create a balanced budget and allocate funds to educate students to the best of our abilities in keeping within fiscal and educational restrictions and limitations.

Recruit and retain qualified and competent personnel with good communication skills who are student focused.

1. Hearing Session     
  This is an opportunity for community members to address the Board on agenda and non-agenda items.  Those wishing to speak are to complete the form located on the back table and present it to the secretary prior to the meeting.  Speakers are limited to three minutes each and each subject to twenty minutes except by consent of the Board of Trustees.

Neither Board members nor staff members will respond during the public hearing.  Speakers who ask questions will be informed by the President that responses may be referred to the Superintendent for investigation or resolution.  Speaking time is limited to three minutes per speaker, twenty minutes total.

If necessary answers will be given:

a.  by telephone after research

b.  by mail after research

c.  at the next regular meeting of the Board of Trustees as an agenda item

The Board also would like to remind anyone who wishes to lodge a complaint against a District employee that there is an existing Board adopted policy in effect specifically for this purpose.  This policy contains a comprehensive procedure for reviewing and investigating public complaints, which includes a right of appeal to the Board.

This process provides a much more thorough opportunity for the complainant and the employee to be heard and the merits of the complaint to be properly investigated.  Anyone who wishes to receive a copy of this policy may contact the Superintendent’s Office.

  Administration submits to the Board of Trustees for approval resolution #201415-18 to name May 17-23, 2015 Classified School Employee Week.

  Palo Verde Valley High School submits to the Board of Trustees for ratification the PVVHS Student Body statement for February, 2015.
         
6. Ratification: BMS Student Body Statement March, 2015         (V)  (C)  
  Blythe Middle School submits to the Board of Trustees for ratification the BMS Student Body Statement for March, 2015.
         
7. Permission to Surplus: Damaged/ Outdated Books at Blythe Middle School         (V)  (C)  
  Blythe Middle School requests from the Board of Trustees permission to surplus damaged and outdated books from Blythe Middle School's Inventory. The books will be disposed of per board policy.
         
8. Permission for Student Out of State Travel: FJA Fifth Grade Field Trip to the Arizona Science Center in Phoenix         (V)  (C)  
  Felix J. Appleby Fifth Grade requests from the Board of Trustees permission for student out of state travel to the Arizona Science Center in Phoenix, Arizona. The date being considered is Friday, May 29, 2015. Eighty-four students will be attending the trip along with three teachers and five chaperones. All chaperones have been cleared through the District and have current fingerprints and TB test on file. This field trip meets current fifth grade Science and ELA standards. Expense: $2,100 including transportation cost and admission Funding: Student Fundraisers
         
9. Permission for Student Out of State Travel: FJA Third Grade Field Trip to Wildlife Zoo and Aquarium         (V)  (C)  
  Felix J. Appleby Elementary Third Grade requests from the Board of Trustees permission for student out of state travel to the Wildlife Park in Goodyear, Arizona. The date being considered is Friday May 22, 2015. Ninety-four students will attending the trip along with four teachers and four chaperones. All chaperones have been cleared and have current fingerprint and TB test clearance. Expense: $3,200 including transportation cost and admission Funding: Student Fundraisers
         
10. Permission for Student Out of State Travel: PVVHS Media Productions and Drama Class         (V)  (C)  
  Palo Verde Valley High School Media Production and Drama Class requests from the Board of Trustees permission for student out of state travel on May 26, 2015. The group will be attending the Arizona Broadway Theater, located in Tempe, AZ, for a technical theater-media arts workshop, dinner and performance. Chaperones will be Victor Green (Media and Drama Club Adviser), Veronica Green, Valerie Rivera and Charlie Sanchez. Expense: $3,749.50 Funding: Perkins Grant and Drama Club funds
         
11. Approval: Facility Fee Schedule Update         (V)  (C)  
  The Facilities and Operations Department submits to the Board of Trustees for approval an update to the PVUSD Facility Fee Schedule. The update is to reflect the recent 15% pay increase to district employees.
         
12. Ratification: Purchase Order Listing Report for March, 2015         (V)  (C)  
  The Business Services Department submits to the Board of Trustees for ratification the Purchase Order Listing Report for March, 2015. Total fiscal impact for March was $772,944.46.
         
13. Approval of Amended Agreement: Blythe Dental Center Agreement 2014-15         (V)  (C)  
  The Special Services Department submits to the Board of Trustees for approval an amended contract between Blythe Dental Center Center and the D.O.L.P.H.I.N.S. Health Outreach Program through Palo Verde Unified School District. The purpose of this contract is to provide dental treatment services for children ages 0-5 not covered by Medi-Cal or Private Insurance at a discounted rate (Denti-Cal rates) and accept supplemental payments from PVUSD after primary insurance payment at Denti-Cal rates, and may pay for treatment not covered by primary insurances at the same rates for pre-approved treatments. The amended agreement has increased the not to exceed amount from $1,000 to $10,000 and is effective July 1, 2014 through June 30, 2015. Funding: First 5 Riverside Grant
         
14. Ratification of Regular School Business         (V)  (C)  
  The Superintendent’s Office submits for ratification from the Board of Trustees, contracts and services approved during the normal course of business under $15,000.:

a. Donation from Blythe Energy Center of 3 first aide cabinets w/ supplies to three elementary schools: $650.00
b. Donation of classroom supplies, paper goods and food to Head Start from L. Randall, R. Alba, T. Anderson, L. Scott, T. Scott and M. Allison: est. value $195

1. Expulsion Case #14-15-27      (V)  
  The Child Welfare and Attendance Department submits for action to the Board of Trustees expulsion case #14-15-27, student #1004749.
         
2. Second Reading and Approval: Updated BP 3100 Budget      (V)  
  The Superintendent's Office submits to the Board of Trustees for second reading and approval updated board policy 3100 Budget. Per CSBA the policy has been update to reflect new law (AB 2585) which eliminates the option to develop the district budget using the "dual budget" process and to include material formerly in AR which addresses board responsibilities related to budget adoption and review. The section on "Budget Criteria and Standards" has been updated to reflect new title 5 regulations (Register 2015, No. 2) which address the calculation of "increased and improved services" for LCFF expenditures and to reflect NEW LAW (SB 858) which limits the maximum amount of funds that may be held in district reserves and ending balances under certain conditions.
         
3. Second Reading and Approval: Updated BP 4121 Temporary/ Substitute Personnel      (V)  
  The Superintendent's Office submits to the Board of Trustees for second reading and approval updated board policy 4121 Temporary/ Substitute Personnel. Per CSBA the policy has been updated to reflect new law (AB 1522) which requires districts to grant paid sick leave to all employees who work 30 or more days per year, including temporary and substitute employees, unless the district has adopted a collective bargaining agreement that expressly provides paid sick leave for such employees and contains additional specified provisions.
         
4. Approval: 2015 PVUSD Summer School Configuration and Calendar         (V)  
  The Personnel Services Department submits to the Board of Trustees for approval the 2015 PVUSD Summer School Configuration and Calendar. It is proposed that PVUSD hold a Summer School program similar to the prior year's program; providing service to credit deficient seniors and juniors and Special Education students in the Extended School Year (ESY) program. The program will be placed at the Twin Palms campus and will be limited to the number of online "seats" available. Students would begin on Monday, June 15, 2015 and end on Thursday, July 16, 2015.
         
5. Approval: 15/16 Carl D. Perkins Vocational Education Application for Funding         (V)  
  The Curriculum and Instruction Department submits to the Board of Trustees the 15/16 Carl D. Perkins Vocational Career Technical Education Application. Each year, the Curriculum and Instruction Department and the Vocational-Technical staff at Palo Verde Valley High School reapply for funding to serve the students who are on vocational career paths.  The application, in the amount of $31,857, is due to the California Department of Education on May 1, 2015.
         
6. Approval: 15/16 Head Start Re-application         (V)  
  Palo Verde Head Start submits to the Board of Trustees for approval the 15/16 Head Start Re-Application. The budget remains the same with no increase in the basic budget, training and Technical Assistance. The hours of operation and total slots (153) remain the same with no increase or decrease to part day or full day. The greatest changes were in the areas of health and welfare and staff salaries which make up 93% of the budget. These two components make up 93% of next year's budget. A copy of the application is on display in the District Office Board Room located at 295 N. First St., Blythe, CA. Fiscal Impact: $1,060,318
         
7. Board Review and Vote: Bid to Move Portables and Install Exhaust Fan and Cooler/ Freezer at Felix J. Appleby Elementary         (V)  
  The Facilities and Operations Department submits to the the Board of Trustees for review and vote a bid submitted by Oakview Constructors, Inc. to move four portables and install exhaust fan and cooler/ freezer at Felix J. Appleby Elementary. Due to the high dollar amount of the bid, Facilities and Operations recommends that a motion be made and the Board vote to NOT approve the bid. Base Bid for 4 Relocatable Classrooms and Exhaust Hood: $424,000; Base Bid for Walk-in Cooler/ Freezer: $168,000. Funding: 35-261-7710-0-0000-8500-6200
         
8. First Reading and Final Approval: Revised Job Description - Facilities and Operations Assistant         (V)  
  The Personnel Services Department submits to the Board of Trustees for first reading and final approval the revised job description for Facilities and Operations Assistant. The revisions to this job description will become effective the first full pay period following the board approval date.
         
9. Public Hearing of AB 1200 Disclosure of Collective Bargaining Agreement-Teamsters II         
  Public Hearing – Teamsters II

Per AB 1200, the Palo Verde Unified School District is required to hold a Public Hearing to disclose the negotiated settled agreement between the Teamsters II and the Palo Verde Unified School District. A copy of the Agreement is available on the table at the back of the boardroom for public review.

10. Approval of the Tentative Agreement between PVUSD and Teamsters II Support Group         (V)  
  The Personnel Services department submits to the Board of Trustees for approval, the Tentative Agreement 2014-2016 between the Palo Verde Unified School District and Teamsters II Support Group. The Tentative Agreement will be sent to the Teamsters bargaining group for ratification and has been approved by Riverside County Office of Education according to AB 1200.

1. First Reading and Discussion: Updated BP 0410 Nondiscrimination in District Programs and Activities         (D)  
  The Superintendent's Office submits to the Board of Trustees for first reading and discussion updated board policy 0410 Nondiscrimination in District Programs and Activities. Per CSBA this mandated policy has been updated to generally reflect new law (AB 1266) which requires districts to permit a student to participate in sex-segregated school programs and activities, including athletic teams and competitions, and to use facilities consistent with the student's gender identity, regardless of his/her gender as listed on his/her educational records. The policy also references new law (AB 556) which prohibits employers from discriminating against employees and job applicants based on their military or veteran status.
         
2. First Reading and Discussion: Updated BP 1240 Volunteer Assistance      (D)  
  The Superintendent's Office submits to the Board of Trustees for first reading and discussion updated board policy 1240 Volunteer Assistance. Per CSBA the policy has been updated to reflect new law (AB 1443) which prohibits harassment of unpaid interns and volunteers. The policy also revised to delete material on options for volunteers working in a student activity program to obtain fingerprint clearance or an Activity Supervisor Clearance Certificate, as this issue is addressed in AR.
         
3. First Reading and Discussion: Updated BP 5145.3 Nondiscrimination/ Harassment      (D)  
  The Superintendent's Office submits to the Board of Trustees for first reading and discussion updated board policy 5145.3 Nondiscrimination/ Harassment. Per CSBA the mandated policy has been updated to reflect NEW LAW (AB 1266) which requires districts to permit a student to participate in sex-segregated school programs and activities, including athletic teams and competitions, and to use facilities consistent with the student's gender identity, regardless of his/her gender as listed on his/her educational records. Material regarding the designation of a district Coordinator for Nondiscrimination, provision of training and information about the district's nondiscrimination policy, and grievance procedures moved to new AR.
